What is an excellent infrastructure in the 21st century? The great cultural marquee? Shared innovative brownfield incubators? Can an excellent cultural infrastructure be created from below (through experimentation, piloting or some other temporary low-cost attempt) or does it always come from above (by building knowledge, analysis and evaluation of context, demand, economic aspects of functioning)? Is one of these approaches better? More appropriate? More sustainable? And can a city even pilot from public sources when it doesn't have a guaranteed outcome in advance?
